Located closest to the center of the garden, The Pavilion of Flowing Fortune provides a space where everything in the garden can be viewed. Occasionally, entertainment for the family is presented in the form of an opera, performed in the pavilion. The operas are enhanced by the acoustic properties of the surrounding water, which helps to amplify the sound of the music. Also, encircling the outside of the pavilion is a bed of peonies. The peonies coupled with the surrounding water symbolize wealth flowing from water. For merchants, like W. B. Galbreath, their wealth was dependent on the use of water as a medium for trade.
